"No team is obliged to tender a draft selection during its allotted 10 minutes in the first round. The Lions could wait until after St. Louis selected at No. 2 and Kansas City selected at No. 3 before submitting their pick, but it wouldn't ensure them of a discount -- especially if they used that pick on Georgia quarterback Matthew Stafford." ...
